The activation conditions are loose... Batteryman itself is a deck that charges and hits, so I think this card is pretty strong. Even if you line up monsters on the opponent's field with "Inferno Reckless Summon", you can end up with a short circuit and 1 kill. I still see it occasionally as a mine deck.

Activating this card from an AA-type runaway summon is Batteryman's biggest winning streak.
